Government Announces Free Toll In Conjunction Of Hari Raya

The Works Ministry announced that private vehicle owners will rejoice in toll-free travel between April 8th and 9th, coinciding with Hari Raya Aidilfitri. According to a statement from the ministry, the Cabinet has approved toll exemption for Class 1 vehicles on all highways across the country from 12:01 a.m. on April 8th until 11:59 p.m. on April 9th.
There won't be any toll charges at all booths except for those at Bangunan Sultan Iskandar (BSI) and Tanjung Kupang in Johor. According to the statement released on Thursday (March 28), the toll-free travel for two days is expected to cost approximately RM37.6 million.
"This decision was made during the Cabinet meeting on Feb 7, aimed at celebrating all citizens, especially the Islamic community, who celebrate Aidilfitri, and as a gesture of care and shared joy with all Malaysians. With this toll exemption, the number of vehicles is expected to increase by 2.46 million per day on all highway networks," said Works Minister Datuk Seri Alexander Nanta Linggi.
Encourages Road Users To Use The MyPLUS-TTA App

In addition to providing toll-free travel, Nanta emphasized the importance of motorists planning their journeys in advance using the Time Advisory (TTA) schedule via the MyPLUS-TTA app. This innovative tool enables motorists to select the most convenient travel times by considering entry and exit toll plazas along their route.
"I also want to advise users that despite the laws and facilities in place to ensure safety, it still depends on us. We must be cautious and not rely entirely on the concessionaire companies," he said.
Furthermore, motorists are advised to pay attention to the operational Smart Lanes at 18 strategic locations along the PLUS Highway. This initiative by the Malaysian Highway Authority aims to enhance capacity and ensure smooth traffic flow during the Aidilfitri travel period.
Usage of Smart Lane During Peak Hours

To distinguish a Smart Lane, warning signs will be placed 200 meters apart, indicating the beginning and end of each lane. Additionally, a Variable Message Sign (VMS) will be utilized to notify users about the commencement or conclusion of Smart Lane operations. It's important to note that these lanes will only be activated during peak hours to help ease congestion.
If you're unfamiliar with the Smart Lane system, it essentially involves utilizing the emergency lane, which is typically narrower than the main highway lanes. Therefore, it's important to remain vigilant for wider vehicles that may encroach upon this lane.

Parliament consists of two chambers: the Dewan Rakyat (House of Representatives) and the Dewan Negara (Senate), where the nation&rsquo;s key decisions are shaped and discussed.
Amendments To Communications Act Passes But With the Absence Of 122 MPs

Recently, slightly more than half of the Members of Parliament (MPs) were absent during a critical Dewan Rakyat session. This occurred when the Communications and Multimedia (Amendments) Bill 2024 was passed through a bloc vote initiated by the opposition in an effort to challenge the proposed amendments.
Shockingly, 122 out of 222 MPs failed to show up when the votes were cast, raising serious concerns about parliamentary attendance and accountability.

According to reports, Speaker Tan Sri Johari Abdul, in reading out the votes said 59 lawmakers voted in favour of the bill, 40 MPs voted against it, and one abstained from voting on the matter.
The bill was tabled for a third reading after the vote, and it was approved by a voice vote.
Just to note, the quorum of the House and of a Committee of the whole House must consist of the following:

<li>The Senate shall consist of 10 Senators, excluding the chair.</li>
<li>The House of Representatives shall consist of 26 members excluding the chair.</li>
<li>The Special Chamber shall consist of three members including the chair.</li>
</ol>
For those who are unfamiliar with the term, a quorum is the number of members of an assembly that must be present at any of its meetings to make the proceedings of that meeting valid.
Given the notable absence of several MPs, many netizens questioned how the vote was passed and whether true democracy exists in the country. Some even argued that the MPs' absence was an affront, particularly to those who had elected them, as attending Dewan Rakyat sessions should be the very least expected of them.

Changes Made To The Communications and Multimedia Act

The proposed amendments to the Malaysian Communications and Multimedia Commission (MCMC) Act 1998 (Act 589) are designed to enhance MCMC's governance and operational effectiveness, making it more resilient and capable of regulating the communications and multimedia industry, according to a Bernama report.
Communications Minister Fahmi Fadzil stated that the revisions aim to make the industry more focused, capable, and efficient by strengthening MCMC's regulatory role. He also highlighted that the changes are in line with both local and global advancements and expectations for the industry.
One key change to the Act is the separation of the CEO and Commission Chairman roles, which are currently held by the same person. Fahmi explained that this separation would improve governance and operational efficiency, following the model of other statutory bodies, where different individuals hold these roles.
Article 19&rsquo;s Criticism of the Amendments

Article 19, an advocacy group for freedom of expression, has strongly condemned the recent amendments to the Act. In a joint statement with other civil society organizations, Article 19 criticized the Bill for expanding MCMC's authority to control online content, compel service providers to disclose user data, and suspend Content Application Service Providers (CASPs) for non-compliance.
The statement further argued that the amendments increase punitive measures for offenses and fail to repeal key provisions that undermine freedom of expression. It also criticized the Madani government's delay in implementing human rights reforms, which the group believes encourages censorship, diminishes accountability, and stifles dissent.
Article 19 emphasized that the amendments grant MCMC sweeping powers, including the ability to regulate online content, conduct searches and seizures without a warrant, and compel social media platforms to share user data without judicial oversight. The Act also grants MCMC immunity from court proceedings, which the group sees as problematic. These changes, while aiming to streamline investigations, fail to uphold basic principles of liberty and the international legal framework for internet censorship.
The group warned that the amendments could stifle free speech, erode public trust, and enable mass surveillance. The absence of independent judicial oversight in data access requests was another significant concern, further compounding these violations. They pointed out that the Bill passed without sufficient safeguards.
Article 19&rsquo;s Call for Action:
Article 19 urges the Malaysian government to protect human rights and align its legislation with international standards, particularly those outlined in Article 19 of the International Covenant on Civil and Political Rights (ICCPR), which sets the standards for freedom of expression.
Although Malaysia is not a party to the ICCPR, the group stresses that the provisions of Article 19 should still guide the country's international obligations, as they are based on the Universal Declaration on Human Rights (UDHR).
In their joint statement, Article 19 called for the following actions:

<li>Halt the Bill's progress in the Senate and refer it to the Parliament Special Select Committee on Human Rights, Elections, and Institutional Reform for further review.</li>
<li>Repeal Sections 211 and 233 of the Act.</li>
<li>Review all provisions in the CMA that do not comply with freedom of expression standards outlined in Article 10 of the Federal Constitution.</li>
<li>Commit to transparent and inclusive policymaking that respects the rights of all Malaysians, fostering trust and accountability.</li>

However, we hope that in the future, our leaders will take greater responsibility, as their decisions have a direct impact on our lives.

The Selangor government has announced a 25% increase in assessment rates for properties under all local councils, effective January 1, 2025. The revised rates are substantially lower than the initial proposal of over 100%, ensuring a more manageable increase for property owners while providing local councils with the resources needed to improve infrastructure and services
What is an Assessment Tax?
Assessment tax is a crucial revenue source for local councils, forming the backbone of essential community services and infrastructure maintenance. The tax supports:

<li>Infrastructure upkeep: Maintaining streetlights, roads, recreational parks, and other public amenities.</li>

Why the Revision is Necessary

Datuk Ng emphasized that the updated rates are essential to reflect current property values and to ensure fair contributions from property owners. The adjustment is projected to generate an additional RM355 million annually for local councils. These funds will be channelled into improving public infrastructure, such as roads, parks, and waste management systems, as well as strengthening community services across Selangor.
Addressing Public Concerns with Discounts and Exemptions

The decision to increase assessment rates was not made lightly, and the government has taken steps to address public concerns. Local councils received over 148,000 objections to the proposed increase. After a thorough review, 230,000 cases were validated to ensure fairness.
To minimize the financial impact, the government has capped the increase at 25%, significantly easing the burden compared to the potential hike of over 100%. For example, if a homeowner currently pays RM100 annually in assessment tax, their revalued rate would have risen to RM200 in 2025. With the cap, they will now pay RM125 instead, a 75% reduction from the initial projection.
Additionally, the government has announced targeted exemptions:

<li>Low-cost housing and SelangorKu homes: These properties will continue to enjoy full assessment tax exemptions.</li>
<li>Traditional village homes: A total of 2,849 homes in traditional villages have already been exempted, with plans to extend this to 5,000 properties in 2025 for those meeting specific criteria.</li>
</ul>
Datuk Ng acknowledged the financial pressures on vulnerable groups and emphasized that these measures aim to protect them while allowing local councils to sustain essential services.
Long-Term Benefits for Selangor Residents

The government believes the updated rates strike a balance between community development and minimizing the financial burden on residents. This move aligns with the state&rsquo;s vision of building resilient local councils capable of addressing modern urban challenges.
