Ever pondered the fate of Malaysia's numerous projects, questioning their success or labelling them as failures?
While some ventures have thrived, one of the most notable project setbacks in Malaysia has been the Forest City mega development in Johor, earning the notorious label of a "ghost town" due to its sparse residency. So profound was its failure that it garnered international attention, including coverage by BBC, which showcased interviews with former residents detailing the challenges of living in what was intended to be an advanced urban centre.
As the years passed, Forest City gradually fell into abandonment, prompting speculation about potential solutions to breathe life back into the area beyond its proximity to the Forest City golf course. Some suggested that introducing a casino could draw visitors and potentially revive interest in residency within the vicinity.

Bloomberg's report on April 25th claimed that Berjaya Corporation's stocks surged by 8.8%, attributing the rise to speculation that the Malaysian government is considering opening a casino in Forest City to revitalize the area. According to their sources, Country Garden, the Chinese developer behind the metropolis, is purportedly interested in establishing the entertainment hub.
The report also suggested that Prime Minister Anwar Ibrahim met with Vincent Tan, the founder of Berjaya Corp, and Lim Kok Thay, the Chairman of Genting Group, to discuss the potential development of a casino in the "abandoned" RM450 billion city.
Bloomberg further posited that the introduction of a casino could inject new life into Forest City, which has struggled to attract property buyers both domestically and internationally since its inception. While the specifics of the purported discussions regarding the casino's construction remain vague, it was noted that if realized, Forest City would become only the second location in Malaysia to hold a casino license, after Resorts World Genting.

In response to Bloomberg's report, Prime Minister Datuk Seri Anwar Ibrahim swiftly refuted the notion of the government considering a casino license to rejuvenate Forest City in Johor. Addressing the media, he tersely dismissed the claim, stating, "On the casino license, it's a lie, that's not right. Nope." This rebuttal came amidst widespread speculation prompted by Bloomberg's article.
Bloomberg highlighted the stringent regulation surrounding the gambling sector in Malaysia, noting that casino licenses require renewal every three months at the discretion of the finance minister, currently held by Anwar Ibrahim. Genting has monopolized Malaysia's casino license since 1969, operating the country's sole casino in Genting Highlands. Beyond Malaysia, Genting boasts casino establishments in Singapore, the US, and the UK.
Meanwhile, a spokesperson from Berjaya asserted that the company had no knowledge of the purported discussions mentioned in Bloomberg's report. At the time of writing, neither the National Palace nor Country Garden has issued statements regarding the report.
What Will Happen To Forest City Now?

Despite the presence of luxury condominiums on its reclaimed land, Forest City continues to be referred to as a "ghost town." However, there are discussions underway to establish a Special Economic Zone (SEZ) in the area in collaboration with Singapore. This initiative holds the promise of granting residents passport-free access between Singapore and the SEZ.
In January 2024, Malaysia and Singapore signed a memorandum of understanding regarding the SEZ talks. Yet, the likelihood of the talks yielding success remains uncertain at this point.
The credibility of Bloomberg's sources comes into question, leading to speculation about whether they are simply chasing sensational headlines for media attention. This concern is amplified by the news outlet's previous misstep in 2019, which resulted in a hefty fine of &euro;5 million (~RM25.6 million) for failing to verify a report, causing Vinci shares to plummet by 18%.

The demolition of a controversial four-storey building in Hulu Langat, believed to have been occupied by foreign residents including members of the Rohingya community, has been approved but is still awaiting funding from the Selangor state government.
Hulu Langat Member of Parliament Mohd Sany Hamzan said the operation, estimated to cost around RM600,000, cannot proceed immediately as several legal and administrative procedures must first be completed.
According to him, the Land Office has already submitted the necessary paperwork to the state government, and demolition works will only commence once the allocation is approved.
He added that the case has been raised repeatedly at district, state and federal levels, including discussions with the Inspector-General of Police and the National Security Council (NSC).
The MP also emphasised that enforcement agencies such as the Immigration Department have conducted multiple operations in the area over the years, although overcrowding in detention centres remains a major challenge, costing the government approximately RM90 per detainee per day.
Legal Procedures and Complex Constraints

He also clarified that only a small number of families remain in the vicinity, according to local authorities, and said that some of the viral footage circulating online is outdated.
At the same time, he urged the public to verify information with official sources, noting that several government bodies, including the Kajang Municipal Council and Land Office, have already issued statements on the matter.
Sany also highlighted the humanitarian aspect of the Rohingya issue, stating that unlike migrants from some other countries, repatriation for Rohingya individuals is far more complex.
&ldquo;If we arrest them, detain them and send them back, the outcome is death. That is the reality,&rdquo; he said, adding that the issue carries international implications and must be handled carefully.
He further called for cooperation from local communities and village leaders in reporting suspicious activities, while stressing that the matter requires a long-term, coordinated solution rather than piecemeal action by individual constituencies.
Criminologist: Legal Gaps and Coordination Issues Fuel Confusion

He explained that enforcement bodies are bound by existing laws and cannot act beyond what is explicitly permitted.
&ldquo;Many people are quick to level accusations without objectively examining the legal basis that governs any action authorities intend to take,&rdquo; he said.
According to him, overlapping responsibilities between different agencies often result in delays or assumptions that another department has already acted, creating confusion and inefficiencies.
He stressed that stronger inter-agency coordination is essential to prevent misinformation and public misunderstanding.
&ldquo;There are circumstances that require legislative reform, especially where jurisdiction between courts and administrative officers overlaps,&rdquo; he added.
Kamal also suggested that certain enforcement powers could be streamlined, proposing that local authorities such as mayors or district council presidents be given clearer authority to order demolitions directly, in order to speed up action against illegal structures.
However, he cautioned that transparency is equally important, noting that a lack of communication allows speculation and mistrust to grow.
&ldquo;Not every delay stems from incompetence or corruption. Sometimes the law itself limits what can be done,&rdquo; he said.
He also questioned why the matter had not been more prominently addressed earlier in Parliament by local representatives, suggesting that clearer explanations could have prevented public misconceptions.
State Government and Authorities Step In

He reiterated that demolition works will be carried out in accordance with the law once all procedures are completed.

Meanwhile, the Ministry of Housing and Local Government has clarified that the structure is not under strata management and therefore falls outside its jurisdiction, leaving responsibility to the state government.

A major integrated operation was also conducted in 2017 involving several agencies, including the Royal Malaysia Police (PDRM), Kajang Municipal Council (MPKj), the Department of Irrigation and Drainage (JPS), Tenaga Nasional Berhad (TNB), and the Selangor Water Management Authority (LUAS).
Further enforcement actions have included compounds issued by MPKj between 2016 and 2021, as well as investigations under the LUAS Enactment 1999.
In addition, immigration operations have resulted in the detention of foreign nationals suspected of offences under the Immigration Act 1959/63.

While demolition of the Hulu Langat structure is now confirmed in principle, the case highlights the complexity of balancing legal enforcement, inter-agency coordination, humanitarian considerations and public perception.
Authorities maintain that action is ongoing, but final execution remains dependent on funding approval and completion of procedural requirements.
The issue continues to draw attention as both a legal and social challenge, reflecting broader questions about enforcement powers, governance coordination and long-term policy solutions for informal settlements involving foreign communities in Malaysia.

Malaysians who are used to paying their Employees Provident Fund (EPF) contributions over the counter will soon have to make the switch to digital alternatives.
Starting 1 July 2026, the EPF will officially close all contribution payment, or remittance, counters at its offices across the country as part of its ongoing efforts to modernise its services and encourage greater adoption of online platforms.
However, the agency has stressed that the closure only affects payment counters, with all other customer service counters continuing to operate as normal.
A Move Towards Digital Convenience

Prime Minister Datuk Seri Anwar Ibrahim has ordered a nationwide crackdown on foreigners who allegedly misuse tourist and student visas to operate businesses in Malaysia, warning that such activities could undermine local livelihoods and create unfair competition for Malaysian entrepreneurs.
Speaking at the Communications Ministry&rsquo;s monthly assembly in Putrajaya, Anwar said the government is increasingly concerned about foreign nationals entering the country on visitor or student passes before engaging in commercial activities, particularly within the micro, small and medium enterprise (MSME) sector.
Concerns Over Businesses Operating Under Tourist Visas

The Immigration Department has been tasked with tackling visa and permit misuse, while the IRB and Customs Department will focus on ensuring taxes are properly paid.

The move reflects a broader shift towards data-driven enforcement, with authorities expected to utilise digital tools and artificial intelligence to track suspicious activity, monitor money flows and identify business networks that may be operating through proxy arrangements.
Protecting Local Businesses and Economic Fairness

Such practices could make it increasingly difficult for legitimate Malaysian businesses, particularly SMEs, to compete fairly despite complying with regulations and contributing to the local economy.
Experts also caution that prolonged abuse of immigration rules could contribute to an expanding informal economy while weakening regulatory oversight and economic sovereignty.
At the same time, observers emphasise that enforcement should distinguish between illegal operators and legitimate foreign investors, many of whom continue to play an important role in Malaysia&rsquo;s economic development through investment, innovation and job creation.
