Do you recall the times when you completed your secondary education, and you eagerly anticipated a break before commencing college or university? Those were the days, but regrettably, it wasn't the case for everyone. Some students were required to participate in the National Service Training Programme (PLKN).
This program was initially introduced in Malaysia in 2004 but was later abolished and substituted with a youth leadership program during the Pakatan Harapan administration in 2018 due to its substantial operational expenses.
PLKN To Come Back With New Training Programme

Defence Minister Datuk Seri Mohamad Hasan has revealed that the training program will be reintroduced, lasting for 45 days, during which trainees will undergo training at 13 military camps and 1 police camp nationwide.
"We are considering bringing back PLKN, but with a fresh approach rather than the old format, which resembled more of a summer camp," he stated in the Dewan Rakyat. He believes that this new approach to PLKN can reduce costs from RM500 million per year to not more than RM100 million per year.
PLKN 3.0 To Have 2 Phases

When outlining the new program structure, Phase 1 will be conducted at the school level and will involve Form Four students. It will primarily concentrate on enhancing the existing uniform units as part of co-curricular activities in schools.
In the 2nd phase, there will be a 45-day training program scheduled to take place after the students have completed their Sijil Pelajaran Malaysia (SPM) examinations. This extended camp will primarily focus on military-style identity-building. The new program is also planning to incorporate reference training programs similar to those held in Korea and Singapore.
The government's objective for PLKN 3.0 is to yield positive outcomes. Following the completion of the 45-day training, the trainees will be prepared to enter the workforce and potentially join government agencies such as the Malaysian Fire and Rescue Department (JBPM), the Malaysian Civil Defence Force (APM), and the police force, among others.
Paperwork Still Needs Approval From The National Security Council (MKN)

"We believe that PLKN serves the purpose of instilling patriotism in our youth, but we also aim to create a more cost-effective framework," expressed the Defence Minister.
He went on to elaborate that the revised approach has the potential to cut costs by utilizing existing military bases and deploying military personnel as instructors at these facilities.
As of now, specific details regarding PLKN 3.0 have not been released, and it remains uncertain whether the program will be mandatory for all students or only randomly selected groups, as was done in the past. However, in the long term, this revival can contribute to instilling patriotism and nurturing disciplined and high-quality youths for Malaysia's future.
At least the program is now 45 days in duration, compared to the previous three-month program. Moreover, it's worth noting that the national service program is not mandatory, unlike in countries like Singapore or South Korea, where even K-pop stars can't evade it (except for individuals like League of Legends Esports pro, Faker, who won a gold medal for the country and is now exempted from it).

Muhammad Shah Idham Nor Haikal Shaharom, 24, and S. Roghini Devi, 42, separately pleaded not guilty in the Klang Sessions Court on 20 August over allegations that their actions caused unnecessary pain or suffering to the male dog.
The case has attracted widespread public attention since footage of the incident went viral, sparking debates over animal welfare, stray dog management and the treatment of those involved.
What Are The Charges Against Them?

According to the charges, Shah is accused of unreasonably restraining Rocky using a looped rope around the dog's neck, allegedly causing pain to the animal.
Roghini, who is said to be Rocky's owner, is separately accused of unreasonably pulling the dog, also allegedly causing pain or suffering. Both charges relate to an incident between 11pm and 11.30pm on 29 July outside a house along Jalan Sama Gagah 20, Taman Telok Gedung Indah, Klang.
They were charged under Section 29(1)(e) of the Animal Welfare Act 2015. If convicted, the offence carries a fine of between RM20,000 and RM100,000, imprisonment for up to three years, or both.
Both accused have pleaded not guilty and are presumed innocent unless proven guilty in court.
Bail Set At RM6,000 Each

During the court proceedings, the prosecution initially requested RM20,000 bail for each accused, together with conditions including passport surrender and monthly reporting to the Selangor Department of Veterinary Services (DVS).

Shah's lawyer, Muhammad Rafique Rashid Ali, argued that his client was not a flight risk and that bail should not effectively become punishment before conviction. Roghini's lawyer, Jeremy Vinesh Anthony, also requested lower bail, highlighting that she is a mother of four and supports her family.
The court eventually fixed bail at RM6,000 each, with one surety, and ordered both accused to report to the Selangor DVS once a month.
The case has been fixed for mention on 8 October 2026.
Roghini Also Faces A Separate Dog Licensing Charge

If convicted, she could face a fine of up to RM2,000, imprisonment of up to one year, or both. The Magistrate's Court granted her RM1,000 bail for this separate charge, with the matter also fixed for mention on 8 October.
Rocky&rsquo;s Death Sparked Public Outrage

The case began after Rocky died during a dog-catching operation conducted in Taman Telok Gedong Indah on 29 July.

The Klang Royal City Council (MBDK) said the operation involved its personnel, a veterinary officer and around 50 local residents. A total of 12 dogs were reportedly captured during the operation.
According to the council, the situation became chaotic when an individual intervened during Rocky's capture, resulting in a struggle while the loop was still around the dog's neck.
Rocky subsequently died during the incident. However, his owner has given a different account of what happened.
Rocky&rsquo;s Owner And Shah Give Different Accounts

Roghini previously claimed that she returned home to find Rocky restrained by a snare around his neck and alleged that she repeatedly pleaded for the dog to be released.
She said she tried to intervene and that her child also attempted to cut the rope. Shah, meanwhile, has denied intending to hurt or kill Rocky. He previously said he was at the scene as a volunteer and community representative, helping with the MBDK operation after being invited by the local Rukun Tetangga.
His lawyer has maintained that participants were briefed on the dog-catching procedure and that the loop used during the operation was supplied by MBDK. Rafique has also argued that the incident became chaotic after Rocky's owner intervened, leading to a tug-of-war over the dog.
With the accounts differing significantly, the court proceedings will be closely watched as investigators and prosecutors work to establish exactly what happened.
Lawyer Calls For Apologies Over &lsquo;Dog Killer&rsquo; Claims

The response comes as Malaysia continues to deepen its economic relationship with China, its largest trading partner, while attempting to maintain a pragmatic foreign policy amid growing US-China tensions.
Taiwan Strongly Rejects Anwar&rsquo;s Comments

Taiwan, meanwhile, took a very different position.
Its Ministry of Foreign Affairs criticised Anwar&rsquo;s remarks and rejected the suggestion that Taiwan is subordinate to China. Taipei said comments appearing to support unilateral attempts to change the status quo through force could damage political trust between Taiwan and Malaysia.
It also questioned how Anwar&rsquo;s position aligned with his long-standing image as a supporter of democracy, human rights and the rule of law, arguing that the wishes of Taiwan&rsquo;s people should also be respected.
Most significantly for Malaysia, Taiwan warned that Anwar&rsquo;s &ldquo;one-sided support&rdquo; for China could negatively affect the confidence of Taiwanese businesses investing in Malaysia.
Could Taiwan&rsquo;s Investment In Malaysia Be Affected?

Taiwan is an important economic partner for Malaysia, particularly in the electronics and semiconductor industries.
The Taiwan Chamber of Commerce &amp; Industry in Malaysia has expressed concern that political statements about Taiwan&rsquo;s status could influence future investment decisions. Bilateral trade between Malaysia and Taiwan was reported at RM147.75 billion in the first half of 2026, while Taiwanese manufacturing investment in Malaysia reached around RM3.71 billion across 45 projects in 2025.
Taiwanese companies are particularly important to Malaysia&rsquo;s semiconductor ambitions, with firms involved in areas such as wafer manufacturing, electronics packaging and testing. However, this does not necessarily mean Taiwanese companies will immediately pull out of Malaysia.
Investors are also likely to consider commercial factors, including Malaysia&rsquo;s established electronics and semiconductor ecosystem. The greater concern could be whether the remarks affect future investment decisions, expansion plans and investor confidence.
Cabinet Did Not Discuss The Remarks

Despite the diplomatic reaction, Communications Minister and government spokesman Datuk Seri Fahmi Fadzil said the Cabinet did not discuss Anwar&rsquo;s Taiwan remarks during its latest meeting.
&ldquo;It was not discussed,&rdquo; Fahmi said when asked about Taiwan&rsquo;s response.
There has therefore been no indication so far of any change to Malaysia&rsquo;s official policy following the controversy.
Anwar Says Malaysia&rsquo;s Position Has Not Changed
Anwar has continued to stand by his position while insisting that Malaysia remains committed to a peaceful approach.
He argued that his comments were consistent with Malaysia&rsquo;s existing One China policy and suggested that the way the issue was framed during the Al Jazeera interview may have contributed to the backlash.
He also compared the situation to historical examples involving territorial unity, saying Malaysia had a responsibility to protect its own sovereignty and territorial integrity.
For now, Malaysia appears to be maintaining its long-established diplomatic position while trying to avoid being drawn further into the increasingly tense rivalry between China and Taiwan.
The bigger question is whether the controversy will remain at the diplomatic level or begin to affect Malaysia&rsquo;s economic relationship with Taiwanese investors, particularly as the country seeks to strengthen its position in the global semiconductor supply chain.

Anwar’s Taiwan Remarks Draw Praise From China, Pushback From Taiwan Over Potential Economic Fallout

Malaysia is exploring ways to reform its tax system by studying whether selected Goods and Services Tax (GST) mechanisms could be incorporated into the existing Sales and Services Tax (SST).
Prime Minister and Finance Minister Datuk Seri Anwar Ibrahim said the aim is to create a more progressive and efficient tax system, but stressed that the government is not looking to simply reinstate the previous 6% GST.
The Finance Ministry has been instructed to study the proposal before presenting its findings to the Cabinet.
Hybrid GST-SST Plan Still In Early Stages

Government spokesman Datuk Seri Fahmi Fadzil said Second Finance Minister Datuk Seri Amir Hamzah Azizan has been given time to prepare a report on the proposed model.
The study will consider Malaysia's experience with both GST and SST, including weaknesses in the current system and problems encountered during the previous GST era.
Fahmi said there is currently no confirmed timeline for the study, including whether any changes could be included in Budget 2027.
For now, the move does not represent a return of GST. The government is only studying whether certain GST features could improve the existing SST framework.
What Could A Hybrid GST-SST System Include?

Anwar has stressed that SST would remain the foundation of Malaysia's tax system.
One option highlighted by tax experts is an Input Tax Credit (ITC) mechanism, which could allow eligible businesses to recover certain taxes paid on their inputs.
Under the current SST system, businesses can sometimes face tax cascading, where taxes become embedded in the cost of goods and services and are effectively taxed again further along the supply chain.
A targeted ITC system could reduce this problem without requiring Malaysia to return to the previous GST model.
Experts have also suggested greater use of digital tax administration and invoice-based reporting to strengthen tax collection and reduce revenue leakages.
Why Not Simply Bring Back GST?

Anwar has acknowledged that GST is generally considered an efficient and transparent method of tax collection, but remains concerned about its broad-based nature.
He has said GST would place a wider tax burden on Malaysians, including those already facing cost-of-living pressures.
&ldquo;GST is a broad-based tax that taxes everyone. I do not agree with that.&rdquo;
The government is therefore considering whether selected GST mechanisms can be introduced without creating another broad-based consumption tax.
Malaysia&rsquo;s Previous GST Experience

Malaysia introduced GST in April 2015 at a rate of 6%.
The multi-stage consumption tax faced widespread public criticism, particularly over concerns about its impact on living costs. Businesses also raised concerns over delayed tax refunds, which could affect cash flow.
GST was subsequently suspended and zero-rated in June 2018 before being abolished and replaced by SST in September 2018.
These experiences are expected to form part of the Finance Ministry's assessment as it considers any new tax structure.
Businesses Warn Against Higher Compliance Costs

While tax experts have highlighted the potential benefits of an ITC mechanism, business groups have urged the government to keep any new system simple.
KPMG Malaysia head of tax Soh Lian Seng said a targeted credit mechanism could reduce inefficiencies caused by tax cascading, while digital reporting could improve administration.
However, SME Association of Malaysia president Chin Chee Seong warned that a complicated system could increase business costs, which may ultimately be passed on to consumers.
SAMENTA president Datuk William Ng similarly pointed to delayed ITC refunds during the previous GST era as a major concern.
He said businesses had already invested in systems for GST, SST and e-invoicing, and should not be forced to absorb another round of software, training and compliance costs.
What Could The New Model Look Like?

Experts have suggested several possible approaches.
One option would be to have GST as a broader consumption tax while retaining SST or other targeted taxes for selected goods and services.
Another could involve a GST-style system with zero-rated or exempt sectors, alongside additional taxes on selected products such as luxury goods, tobacco and other items. Tax expert Harvindar Singh said Malaysia could also study international examples such as India and Canada, where broader consumption taxes operate alongside more targeted taxation.
However, he warned that simply placing GST on top of the existing SST could create unnecessary complexity and further tax-on-tax effects.
Concerns Over Cost Of Living

Beyond revenue collection, the biggest concern is how any tax reform would affect ordinary Malaysians.
Critics have called for the government to provide clear details on tax rates, which goods and services would be affected, registration thresholds and how input tax credits would work.
There have also been calls for a proper impact study and assessment of compliance costs before any major changes are introduced.
The concern is that higher costs for businesses could eventually be passed on to consumers through higher prices.
Is Malaysia Bringing Back GST?
Not at this stage.
The government has not announced plans to restore the previous 6% GST.
Instead, the Finance Ministry is studying whether selected GST features can be incorporated into the current SST system to make tax collection more efficient while limiting the impact on households.
The eventual outcome could be a modified SST system, a hybrid model or no major change at all.
With Budget 2027 approaching, Malaysia's proposed tax reform is likely to remain closely watched as the government weighs its need for stronger revenue against the pressure of rising living costs.

Who Is Jeong Eun Ji?

Jeong Eun Ji is best known as the main vocalist of Apink, one of K-pop&rsquo;s established girl groups. Her acting breakthrough came with the hit 2012 drama Reply 1997, where she played Sung Shi Won alongside Seo In Guk.
