However, last week the Institute of Strategic &amp; International Studies (ISIS) Malaysia organised Praxis 2024, a public policy conference gathering all policymakers, private sectors, civil societies, and academia to engage and tackle national issues. As the theme revolved around &ldquo;Policies for a better tomorrow&rdquo;, one of the top topics that became the talk of the conference revolved around Malaysia&rsquo;s new &ldquo;social media platform&rdquo; law which is a Class License for Application Service Providers under the Communications and Multimedia Act 1998.

TikTok Malaysia Head Of Policy Calls For Self-Regulation

During a panel discussion on social media regulation, Anuar Fariz Fadzil, TikTok Malaysia&rsquo;s head of public policy, warned that the government&rsquo;s top-down approach to moderating content could infringe on users&rsquo; rights to freedom of speech and expression. He argued for self-regulation, stating that while TikTok is open to a licensing framework, it must be a collaborative effort to avoid breaching these fundamental rights.
Anuar emphasized the importance of distinguishing between propaganda, misinformation, and disinformation, noting the potential for grey areas that could compromise freedom of expression. TikTok has taken a public stance on Malaysia&rsquo;s planned regulatory changes, which require social media platforms with over 8 million Malaysian users to secure a licence by the end of the year or face penalties under existing cyber laws.

While the government asserts that the new measures aim to control harmful content and combat cybercrimes, TikTok&rsquo;s Anuar pointed out that the platform already has content guidelines in place that are adapted to local laws and cultural norms inclusive of the prohibitions on 3R (race, religion, royalty) issues in Malaysia. He highlighted the universality of issues like cyberbullying are rather murky and explained that what may be offensive to someone may not be offensive to others hence questioning whether a licensing regime would effectively address these concerns.
Mediha Mahmood, CEO of the independent media industry group Content Forum, echoed these concerns, criticising the lack of transparency in the government&rsquo;s new rules. She urged the government to delay its year-end deadline and engage with all stakeholders to develop a balanced approach that addresses online crimes while safeguarding users&rsquo; freedoms and said it would be better to have more useful details of the licensing regime rather than leaving everyone &ldquo;flying blind&rdquo;.
Relationship Tensions On A Rise

The relationship between the authorities and online media platforms significantly deteriorated after Anwar assumed office in 2022. Shortly after Communications Minister Fahmi Fadzil took his position, he summoned TikTok executives to address the circulation of racially charged content and fake news during the national election.
In July, Fahmi stated that some social media platforms had &ldquo;completely refused&rdquo; to comply with government requests to remove certain content. More recently, Anwar criticised Meta, the parent company of Facebook and Instagram, for removing posts related to Hamas from his accounts. Meta later issued an apology, attributing the removal to an "operational error.
Why Did Malaysia Introduce The Class License In The First Place?

As of recent, the number of online scams, cyberbullying, and the spread of racially charged content, fake news, misinformation, and disinformation has been on the rise. In response, the government proposed requiring all social media platforms and internet messaging services to register for a class license, with enforcement beginning on 1 January 2025. However, this move has drawn criticism, with some alleging that the licensing could be used to suppress content critical of the current government, particularly on platforms like TikTok.

There were also discussions about creating a government-backed social media platform in Malaysia, with netizens humorously suggesting names like BukuMadani or MukaMadani. However, the idea was eventually abandoned due to a lack of funding.

Additionally, the Prime Minister&rsquo;s Office recently demanded an explanation from Meta after the removal of a post about Prime Minister Datuk Seri Anwar Ibrahim&rsquo;s meeting with the late Hamas leader, Ismail Haniyeh, in Doha, Qatar, last May.
Given these concerns, the key question remains: how effective will a social media licence be in addressing the current issues? Will it genuinely resolve the problems, or is it merely a means for the new government to generate revenue in light of reduced subsidies and the potential for further cuts in the future?

Malaysia&rsquo;s Health Ministry has assured the public that the country&rsquo;s Covid-19 situation remains under control, even as neighbouring countries like Thailand, Singapore, and Taiwan record significant spikes in new infections.
Health Minister Datuk Seri Dr Dzulkefly Ahmad confirmed that Malaysia is averaging around 600 cases a week, a figure that remains well below the national alert threshold. Notably, no Covid-19-related deaths have been reported in Malaysia so far in 2025.

From January to 10 May, Malaysia recorded a cumulative 11,727 Covid-19 cases, with the highest numbers logged at the beginning of the year. According to the Health Ministry&rsquo;s Disease Control Division, the country reported 960 cases in the first epidemiological week (EW1) of 2025, followed by 1,229 cases in both EW2 and EW3. Since then, the trend has seen a continuous decline, with only 210 cases reported in EW15. Over the last four weeks (EW16 to EW19), the weekly average has stabilised around 600 cases.
The National Crisis Preparedness and Response Centre (CPRC) continues to carry out ongoing risk assessments to ensure Malaysia is prepared for any potential developments. The ministry has reiterated that current figures remain safely below the warning threshold and that all appropriate control measures are in place.
Rising Cases in Thailand, Singapore, and Taiwan

Taiwan, meanwhile, reported 10,000 new cases during the week of 4 to 10 May, including six deaths and 34 severe cases.
Experts believe that the rise in regional cases can be attributed to factors such as waning immunity, higher rates of travel, and reduced levels of testing. Despite this, the Health Ministry stressed that the domestic situation remains under control and that the public should not be alarmed.
No More Quarantine, But Health Measures Still Encouraged

On 1 May 2025, the government officially revoked the declaration that had classified all states and federal territories as infected local areas. This marked a major policy shift, more than five years after the initial measures were introduced.
Individuals who test positive for Covid-19 are no longer required to undergo quarantine or report their cases through the MySejahtera app. However, health authorities still advise the public to practise self-preventive behaviours, such as seeking prompt medical treatment if symptomatic, protecting vulnerable groups, and wearing face masks in crowded or poorly ventilated areas.
Guidelines for Those Who Test Positive

According to the Health Ministry&rsquo;s clinical guidelines, Covid-19 patients categorised under stages 2 and 3 are eligible for treatment with the antiviral Paxlovid. Antigen rapid test kits remain available at pharmacies, and self-testing is still encouraged for anyone experiencing cold or flu-like symptoms.
Former Malaysian Association of Public Health Physicians president Datuk Dr Zainal Ariffin Omar emphasised that although testing and isolation are no longer mandatory, maintaining basic health precautions is still prudent, especially in healthcare settings.

The Health Ministry continues to rely on both formal and informal surveillance systems, including e-Notification reporting by healthcare providers and a &ldquo;rumour surveillance&rdquo; mechanism that tracks unofficial reports from the public, media, and other sources. In line with the government&rsquo;s Madani values of wellbeing and inclusivity, the ministry has pledged to provide timely updates on any public health risks.
